Venezuela has signed a definitive agreement with Argentine-U.S. engineering firm IMPSA to restart work on the long-stalled Tocoma and Macagua hydroelectric plants, targeting the recovery of 672 megawatts within 24 months — a concrete step toward easing chronic generation shortfalls that have plagued the national grid for years. The first 160 megawatts from Macagua units 5 and 6 are committed within 90 days, marking the most tangible progress on these strategic assets in over a decade.
Both plants form part of the Bajo Caroní cascade, a chain of hydroelectric facilities on the Caroní River that includes Guri, the country’s largest power station, and Caruachi. Macagua has operated for decades but requires rehabilitation of several aging units. Tocoma, officially the Manuel Piar plant, represents a different challenge: construction began in 2007 but was never completed, leaving 2,160 megawatts of planned capacity stranded. The current contract covers only the first phase; the government’s cited master plan of 2,640 megawatts across both sites remains a longer-term aspiration.
IMPSA’s involvement adds credibility. The company, now under U.S. ownership after a 2021 acquisition, brings specialized hydroelectromechanical expertise and a track record in Latin American plant rehabilitation. However, execution risk remains high. Venezuela’s power sector has suffered from years of underinvestment, deferred maintenance, and a exodus of technical talent. The 90-day target for Macagua units 5 and 6 will serve as an early test of whether supply chains, logistics, and on-site conditions can support the accelerated timeline.
For a grid that has relied heavily on Guri while thermal backup deteriorated, restoring even a fraction of the Caroní cascade’s idle capacity could meaningfully reduce load-shedding and improve system resilience. The agreement also signals a pragmatic shift: engaging foreign technical partners to unlock stranded assets rather than pursuing new greenfield projects. Whether this marks a turning point or another false start will depend on whether the 672-megawatt milestone is met on schedule and whether subsequent phases secure financing and political continuity.
