The North American Electric Reliability Corporation’s Cloud Cybersecurity Standards Drafting Team released draft “100 series” Critical Infrastructure Protection standards for public comment in July, but an independent review has identified twelve fundamental flaws across all five standards developed so far — each severe enough to block balloting — while the team now scrambles to solicit alternatives through a 20-question feedback form under a self-imposed December deadline to finalize roughly a dozen new standards.

The drafting team began meeting in summer 2024 and spent the remainder of the year rewriting the Standards Authorization Request that governs its scope, yet deferred foundational questions about approach until the comment period. That delay has left NERC entities, compliance auditors, and legal staff with only weeks to digest complex material that touches every cloud-dependent asset in the bulk electric system. The compressed timeline mirrors a pattern in which critical infrastructure cybersecurity rules are shaped under deadline pressure rather than deliberate consensus.

Cloud adoption in operational technology environments has outpaced the regulatory framework, creating a gap that the 100 series aims to close. However, the standards must accommodate shared responsibility models, multi-tenant architectures, and dynamic asset inventories without imposing unworkable audit burdens. Getting the balance wrong risks either leaving vulnerabilities unaddressed or forcing entities into non-compliance through requirements that cannot be mapped to cloud service provider capabilities.

The next several months will test whether the drafting team can incorporate substantive feedback without fracturing the standard’s coherence. Past CIP revisions have shown that late-stage changes often cascade into new ambiguities. For utilities and vendors alike, the outcome will determine how quickly — and at what cost — cloud-based monitoring, analytics, and control systems can be deployed across the North American grid.
