The North American Electric Reliability Corporation has advanced its Critical Infrastructure Protection standards for cloud computing, releasing updated guidance through a July webinar and informal posting that gives utilities clearer regulatory guardrails for migrating operational technology and data to cloud environments without compromising bulk electric system reliability.
The movement matters because utilities have long hesitated to adopt cloud platforms for critical functions — SCADA data historian replication, advanced analytics, backup control centers — due to ambiguity in how CIP requirements for electronic security perimeters, access controls, and supply chain risk management apply to shared infrastructure. NERC’s Project 2023-09 addresses this by clarifying how existing CIP-005, CIP-007, and CIP-013 requirements map to cloud service models, including the delineation of responsibility between the utility and the cloud service provider.
Progress has been deliberate. The standards drafting team is working through complex questions around multi-tenancy, hypervisor-level isolation, encryption key management, and incident response coordination in hybrid environments. The informal posting signals that the drafting team has reached sufficient consensus to seek industry feedback before moving to formal comment and ballot phases. For compliance teams, this represents the first tangible framework to evaluate cloud vendors against CIP requirements rather than relying on ad hoc interpretations.
Cloud providers serving the sector — notably AWS, Microsoft Azure, and Google Cloud — have invested in dedicated government and energy-focused regions with FedRAMP High authorizations and CIP-aligned architectures. With clearer standards, utilities can now negotiate contracts with defined compliance boundaries, accelerating digital transformation initiatives that have been stalled by regulatory uncertainty. The stakes are high: cloud adoption enables real-time situational awareness, distributed energy resource integration, and resilient backup operations essential for a decarbonizing grid.
