Hydrogen fuel cell trucks and buses are now entering commercial deployment across major markets, but their climate credentials remain incomplete without a parallel scale-up of green hydrogen production. The vehicles themselves are zero-emission at the tailpipe, yet most hydrogen today comes from fossil-based grey hydrogen, undermining the full decarbonization case for heavy-duty transport.
Major OEMs including Daimler Truck, Volvo, and Toyota have moved beyond pilots into series production of fuel cell electric vehicles for regional haul, refuse collection, and transit bus duty cycles where battery weight and charging time remain constraints. Policy frameworks in California, the EU, and China are creating demand pull through zero-emission mandates and purchase incentives, while infrastructure players are building out depot-based refuelling networks tailored to fleet operations.
The supply side tells a different story. Electrolyser capacity additions have accelerated but still trail the volumes needed to serve even the announced FCEV rollouts through 2030. Green hydrogen production costs remain two to three times higher than grey hydrogen in most regions, and the logistics of moving hydrogen from renewable-rich zones to urban depots add further cost and complexity. Without dedicated offtake agreements and carbon pricing that internalizes the emissions of fossil-derived hydrogen, the economic case for green supply stays fragile.
This gap creates a strategic inflection point for investors and policymakers. Fleet operators face a choice: deploy FCEVs now on available grey hydrogen and retrofit the supply chain later, or wait for green hydrogen availability and risk losing ground to battery-electric alternatives in duty cycles where both technologies compete. The resolution will depend less on vehicle technology — which is proven — than on the speed of electrolyser manufacturing scale-up, grid integration reforms, and the willingness of governments to underwrite early-demand risk.
