Massachusetts has launched the largest state-level energy storage procurement in U.S. history, with the Department of Energy Resources issuing a request for proposals targeting 1,000 megawatts of battery energy storage systems. The solicitation represents a decisive step toward meeting the state’s statutory mandate to deploy 5,000 megawatts of storage by 2030 and directly addresses the grid reliability challenges posed by accelerating offshore wind development and rising electrification demand.

The RFP’s scale signals a maturation of storage from pilot-scale demonstrations to a core grid asset class. Massachusetts has historically led on clean energy policy, but this procurement dwarfs previous solicitations in New York, California, and Texas, which have typically ranged from 200 to 500 megawatts per round. By consolidating a gigawatt of capacity into a single competitive process, the state aims to drive down costs through economies of scale while establishing standardized contracting frameworks that could serve as templates for other jurisdictions.

Grid operators in New England have warned for years that the region’s capacity margins are tightening as fossil-fueled generators retire faster than new resources come online. The ISO-New England queue now shows over 30 gigawatts of proposed offshore wind, solar, and storage projects, but interconnection delays and supply-chain constraints have slowed commercial operation dates. A 1,000-megawatt storage block — capable of delivering four to eight hours of duration — would provide critical peaking capacity and frequency regulation services precisely when winter reliability risks are highest.

The procurement also reflects a strategic shift in how states value storage beyond simple capacity. DOER’s evaluation criteria are expected to weight locational benefits, environmental justice considerations, and the ability to stack multiple revenue streams — including participation in wholesale markets, distribution-level services, and resilience applications. For developers and investors, the RFP offers a rare combination of policy certainty and scale, likely attracting a mix of established independent power producers, utility affiliates, and specialized storage platforms.
