Flock Safety’s solar-powered automatic license plate reader cameras are encountering organized community resistance across multiple U.S. municipalities, as residents challenge the proliferation of privately operated surveillance infrastructure on public rights-of-way. The backlash centers on Flock’s model of leasing camera networks to homeowners associations, businesses, and police departments — creating a distributed, always-on monitoring grid that captures every vehicle’s movements without the oversight or data-retention limits that govern traditional law enforcement systems.

The conflict illuminates a blind spot in smart-city planning: the energy sector has spent years refining community engagement for solar arrays, battery storage, and grid-edge devices, yet surveillance hardware — often powered by the same distributed solar-plus-storage packages — has deployed with minimal public process. Flock cameras typically mount on utility poles or streetlights, drawing power from small photovoltaic panels and cellular backhaul, making them technically indistinguishable from other IoT sensor nodes that utilities and municipalities install for grid monitoring, EV charging management, or outage detection. The difference lies entirely in data governance.

Utilities and grid operators should take note. The same poles that host Flock units increasingly carry advanced metering infrastructure, distribution automation sensors, and 5G small cells — all requiring community acceptance for right-of-way access, visual impact, and electromagnetic exposure concerns. When one tenant on that pole erodes public trust, it complicates permitting and siting for every other grid-modernization project. Energy infrastructure’s social license depends on transparent value exchange: communities accept transformers, substations, and increasingly visible distributed energy resources because the benefit — reliable, cleaner power — is direct and measurable. Surveillance cameras offer a more contested bargain, and their rapid, decentralized rollout has outpaced the policy frameworks that govern comparable infrastructure.
