With the Colorado River system at just 27% of design capacity and Rocky Mountain snowpack at record lows, water managers are prioritizing municipal and agricultural deliveries alongside hydropower generation over the experimental flows that biologists confirmed were effectively protecting endangered native species.

This triage reflects the brutal arithmetic of the Colorado River Compact era colliding with a climate regime that no longer honors its assumptions. The river’s two largest reservoirs have declined almost continuously since 2000, drained by the demands of 40 million people and millions of acres of irrigated agriculture across the Southwest. Hydropower from Glen Canyon and Hoover dams serves 1.6 million homes, creating a powerful institutional incentive to maintain minimum release volumes for generation.
